The long-standing problem of air pollution is commanding an exceptional level of attention from policymakers in cities the world over, notably in China and Europe.
“The Beijing – Tianjin – Hubei region witnessed historically high air pollution records this January,” says Huang Wei, energy campaigner for Greenpeace East Asia. Janez Potocnik, European Union (EU) Commissioner for the Environment, has stated that current air pollution statistics were “simply not acceptable” while Conni Hedegaard, his fellow Commissioner for Climate, said in the EU Parliament on 31st January that “air quality is an important issue that should be of concern to all of us”. Since the nuclear disaster at Fukishima, Japan's power sector and political economy have undergone a reassessment.
It is now clear that the Japanese public is no longer prepared to accept without question the energy policies dictated by the moguls of the country's top ten utilities.
And where the public led, government soon followed. In 2011, Japan underwent sweeping changes in policy which resulted in a complete shutdown of the country's nuclear fleet. Currently, a major restructuring of the power sector, on a scale not seen since Japan's post-war reconstruction, is underway.

India is looking to solar power as part of its plans to mend its chronically dysfunctional power sector. Solar power is seen by both the federal government in Delhi and state governments as an essential contributor to help meet increasing demands for power.
About 288 million people in India — a quarter of the population — have no permanent access to electricity. According to the United Nations, India is a country where, at peak times, electricity demand exceeds supply by 14 per cent. This, combined with a rapidly growing population and average yearly economic growth rates of between 5 and 8 per cent, place India's per capita electric consumption of 639 kWh among one of the world's lowest. At the same time, with 75 per cent of Indian electricity produced by burning coal and natural gas, it is among the world's highest carbon emitters.

Following a number of huge natural gas discoveries off the coast of Mozambique, Tanzania and Kenya, East Africa is experiencing a “gas rush” in which Mozambique is, potentially, the greatest beneficiary. Mozambique is on the cusp of a long economic boom driven by the recent discoveries of vast deposits of coal and natural gas which have stimulated economic growth rates to 7.5% during 2012, according to African Economic Outlook. Despite this recent impressive growth, Mozambique remains one of the poorest African states, with a GDP per Capita of US$1,100, contrasting with neighbouring South Africa , whose GDP per Capita is almost ten times greater. In the last two years major energy companies, most notably ENI and the independent US-based Anadarko Petroleum Corporation (APC), have been joined by Mitsui & Co., Ltd., Bharat Petro Resources Ltd, Videocon Hydrocarbon Holdings Ltd, and PTT Exploration & Production, thus transforming Maputo, Mozambique’s capital, from a sleepy colonial era town into a modern metropolis worthy of the influx of multinationals and their money. “As a result, hotel prices are escalating” says Simon Ashby Rudd, Global Head of Oil and Gas, of South Africa’s Standard Bank.See page 18 to 21

Responsible Energy Leadership Workshops Launched

It is clear many of the problems that the global energy industry faces today are a failure to provide effective and responsible energy leadership. Examples of energy leadership failure can be seen from failures in British energy policies and various government reports on the Fukushima Daiichi nuclear incident in Japan and Deepwater Horizon accident in the Gulf of Mexico. Such incidents could have been either avoided or mitigated if the participating stakeholders had exercised responsible energy leadership. It is clear in both cases that the inherent decision-making culture was not encouraging participants to test and evaluate the suitability, sustainability and implications of their energy leadership decisions.

At present, I am investigating the reasons for the spectacular failures that the global energy sector seems to experience on a recurring basis. For instance, there are such tactical failures as occurred with BP's Deep-Water Horizon and Japan's Fukushima Daiichi nuclear crisis, as well asstrategic policy failures such as the UK’sGreen Deal Initiative and the first phase of Europe's Emissions Trading Scheme. I am planning a series of “responsible energy leadership” Workshops which are to be held in Oxford, London and Dubai with the co-operation of London's Energy Institute. These three hour workshops will be attended by industry professionals, academics, regulators and policymakers, who will come together to explore the requirements of “Energy Leadership” in situations of crisis and chronic failures
